Bug#331377: locales: Please add a locale file for Sanskrit/India

Please find attached a new locale for the Sanskrit language in India,
contributed by Vidya Ayer (as Sanskrit specialist) and myself (as
locales self-appointed guru...which is not true).

Denis Barbier utf2uxx and uxx2utf scripts have been incredibly helpful
in this task and I urge you, Denis, to release them ASAP....:)
