Bug#226251: Sorting problems in ru_RU locales

When I use ru_RU locale, be it KOI8-R or UTF-8, I get sorting rules completely
different from standard C locale. The leading dot in file names is no longer
counted as a char. So, root's homedir in ru_RU locale looks like:
 .aptitude
 backup
 .bash_history
 .bash_logout
 .bashrc
 bin
Note that dot files are mixed with normal ones. Normally (and in C locale)
this dir looks like:
 .aptitude
 .bash_history
 .bash_logout
 .bashrc
 backup
 bin
As far as I can guess, that's the way it should be in any locale.
