From what I understand, the libc6 postinst blindly overwrites /etc/environment's LANG setting, whether the user changed it or not. The policy states in 10.7.3 that "local changes [to configuration files] must be preserved during a package upgrade" The FHS specifies files in /etc to be configuration files. Thus, if local changes to /etc/environment are overwritten in the postinst, this is a policy violation.
