Bug#233308: locales: Esperanto locale should be called eo_XX rather than eo_EO
The Esperanto locale should be called or eo_XX or eo, depending on
whether locales without the country suffix are possible or not.
Nowadays the default encoding should be UTF-8.

I shall change the file at http://rano.org/eo_XX soonish.
It's possible that eo/eo_XX will be introduced by upstream, but I'd be
grateful if the next release of Debian could have it anyway.
