 As discussed on debina-devel below:

 it would be a nice thing to workaround the buginess of RPC services
 port assignment in glibc.  A simple solution would be to avoid using
 ports listed in /etc/services first and use them if nothing else is
 available.

This kind of discussion has been often come up, and finally it's not
accepted.  Try google.  Note that imagine if all privileged ports in
/etc/services is filled with entries.  Your suggestion will be simply
failed.  It's undesirable design feature.  I close it.
