Bug#276527: The language 'Telugu' is mis-spelled in /usr/share/i18n/locales/te_IN

The language name 'Telugu' is mis-spelled as 'Telgu' in the file
/usr/share/i18n/locales/te_IN. The "Code for the representation of
names of languages" (ISO 639:1988) defines the code as TE and the name
is listed as 'Telugu' (the correct spelling) and not as 'Telgu'.
Patch attached to correct the same.
