I think your report is different from #271526 issue because it's
locales es_ES entry error (however #271526 is unreproducible strange
report, so it may be included in this unknown bug, though).

When I choosed es_ES.UTF-8@euro in 2.3.2.ds1-17, I saw:

  es_ES.ISO-8859-1... done
  es_ES.UTF-8... done
  es_ES.UTF-8@euro... done
  es_ES.ISO-8859-15@euro... done

debconf template does not define lower-case "utf8".  I guess you edit
/etc/locale.gen by your hands.  I recommend that you try to reinstall
locales, and disable your es_ES entries, generate locales, then enable
them again.
