Bug#274289: locales: postinst should not overwrite settings in /etc/environment

  until yesterday, I was not aware that the locales package had debconf
  suport for LANG in /etc/environment. now I know, I may consider
  handing the maintenance to debconf, but I filed the bug since I
  suddenly had my hand-maintained file overwritten. which is a bug.
