Bug#271526: "infinite" loop in caused by hosed /etc/locale.gen

I had the same problem on another box, wondering why it only happened
there and not on other similar boxes, I looked into it and found that
it actually was not an infinite loop, but a hosed /etc/locale.gen
which contained over 2000 (!) lines of the same locale.
So there must be/have been some problem with whatever touches it.
I didn't keep the old file, but IIRC it did not have the new format
(with the "# XXX GENERATED XXX" line) but the former(?) one with the
"### BEGIN DEBCONF SECTION FOR localeconf" section and the repeated
entries were after it, if that is of any help.
