Bug#259537: 'fr_FR.UTF-8' or any UTF-8 locale seems missing in X11



I could not understand what the problem is.

You have to describe your problem.  An appropriate example is: "I
don't read French characters in my emacs 21.3 with fr_FR.UTF-8".

Then you can successfully read French characters.
