Bug#257244: /usr/bin/zdump: zdump Foo returns GMT rather than an error.

I don't think it's invalid. tzname(3) is a C api, where it's [more]
appropriate for users of the API to perform checks for available TZ
zones programmatically. zdump is a command line utility, and it's not at
all appropriate for it to fail silently.
