Bug#254417: New locales proposed for South Africa

South Africa uses 11 official languages. A few of these are currently
supported in locales while others aren't.

Dwayne Bailey and people at translate.org.za have made available all locales
for these languages (inclusing those already included in the locales package).

The attached file adds the missing locales. I hop these files are enough for
having all languages supported in Debian.

PS : Dwayne, I've put you in copy of this Debian bug report as you are
indirectly its originator..:-). You'll hear soon from me about Debian
Installer translations, I think....
