Well to be honest I think linux kernel ipc-related headers remained
for a long time and it should be cleaned up.  But actually this file
has been used with linux/msg.h in kernel source for processing sysvipc
syscall.

I think one way it to fix valgrind header inclusion.  It's not exactly
good, but works fine.  So I reassign this bug to valgrind.
