LC_COLLATE=C would be what makes the difference, I'd've thought?

  $ export LANG=en_GB.ISO-8859-1
  $ ls -d [A-Z][A-Z]*
  bin  debian  misc  mp3  public_html  src  tmp
  $ export LC_COLLATE=C
  $ ls -d [A-Z][A-Z]*
  ls: [A-Z][A-Z]*: No such file or directory
