Bug#229461: libc6 - fails to install - uses awk in preinst

Can you give me the steps to reproduce?  mawk is a required package, and
debootstrap is supposed to make sure we have awk.  base-files is
essential and depends on awk.  So there seems to be something crazy
happening here.
