Bug#223769: libc6: Actually a kernel bug.

The clue I'm working on is this:

Errors were encountered while processing:
 /var/cache/apt/archives/libc6_2.3.2.ds1-10_mipsel.deb

It's mipsel, not mips.  My plan was to adjust libc.preinst so that it
picks up the minimum kernel version from the various sysdeps files.  The
only complication is hppa, which has strange kernel versions.  That way
it would be taken care of for everyone, whenever the minimum version was
updated.
