Bug#222953: libc6 did not restart nscd on upgrade

Severity: important
While upgrading to the recent version of libc6 some services
where restarted but nscd was missing. So after the upgrade
no names could be resolved, which resulted in an unusable system
The upgrade was from version 2.3.1-16. In the same run libc6-dev
an locales where upgraded
