Bug#65458: Bug#155751: sed is using its own regex engine again



This is terrible.  Ever since this change,

    sed (4.0.7-1) unstable; urgency=medium

      * Compile --without-included-regex.

the performance has gone completely to hell.  Generating the top-level
config.status in a native gcc build, for example, is primarily a sed
operation.  The time has gone from <2 seconds to nearly 25.

Installing ssed and using it brings the time down to 0.8 seconds.

I can do traces and profiling if it would help.
