I tried already different languages, straced some tools like locale-gen
moved some files around (and back) but still got no clue.

Okay, if it's still unclear where my problem is: locales are not working.
Already "locale -a" is never showing more than "C" and "POSIX". And (as
shown), programs are unable to switch to any locale not show by
"locale -a". "LANG=POSIX gnumeric" does not give any errors.

My report acutally consisted of two problems:

a) "locale -a" is not showing everything it should

And indeed. Sorry, my fault. Locales are working as expected.
