Actually, there are two bugs in adjtime, adjtimex on alpha.

#182654 and #184172 are ntp_adjtime issue.  ntp can't compile with
glibc 2.3.1, because weak_alias is not defined.  This bug should be
fixed in glibc 2.3.2-1.

#186331 is adjtime static binary problem.  I'm investigating it.  This
problem is that the old adjtime system call can't be resolved because
it's defined as versioned compat symbol, but static binary does not
include it.
