Err no, Ulrich Drepper removed it from iso-4217.def, but as reported in

it is mentioned in last official ISO 4217.

IMO main point was the first argument, last sentence was put there in
order to enforce it.  Unfortunately you focused on the latter.

Let's say it again:
  * If iso-4217.def is shipped as is, users can't define their own
    locales with pre-Euro currencies if they need to (e.g. to process
    old data).
  * If iso-4217.def is patched to reinstate old currencies (and thus
    follow ISO 4217), they can and it is absolutely harmless.
    So why is it not possible?

   The principle is the real world requirement, not the standard
   conformance.  Blind follower might not be always good result.  Be not
   the standard fundamentalism.

Christopher Yeoh explained that there are 3 tables, one being for
obsolete currencies.  But there is no need for our libc to deal with
them in a special manner!  This bugreport only asks that iso-4217.def
contains all tables.
