Bug#25310: jove shouldn't display 'non-breaking space' as non-printable

I don't know what is jove, but displaying a character is not only
libc6's work, I think.  One of character-conversion handling routine
in glibc is iconv() - IIRC, in 1998 we don't have proper iconv()
implementation.
