A last word about it. Could you please move debian/locales/DEBIAN/po/ into
debian/po/ ?
The reason is that po-debconf is designed so that all translatable strings
are gathered inside a single PO file per language (to help translators),
and http://www.debian.org/intl/l10n/po-debconf/ only lists source packages
shipping a debian/po/templates.pot file.
If you accept to do so, you must edit POTFILES.in and replace templates
by locales/DEBIAN/templates, and that's all.
When other templates files are needed (in locales or any other binary package),
you add a line in POTFILES.in for each templates file and run debconf-updatepo,
then PO files are updated and contain all translatable strings.
