There are reports of upstream actually caring; in my initial response, I 
referenced a reported problem in xterm.

I have not yet been able to fix my build problem with locales, though I 
expect that the problem is unrelated.

I have not.  I typically follow a policy of letting the package 
maintainer coordinate with upstream unless otherwise requested.
