For reasons to ugly to delve into (namely an API that sucks), cryptoloop
causes util-linux to require __kernel_dev_t (which has a varying size
depending on architecture).  With the split of libc6-dev into
linux-kernel-headers and friends, this is now broken.

The simplest solution is to just add it back into linux-kernel-headers,
while getting someone to fix it in 2.6 or 2.7....
