weird things are afoot. Using chpax, I cleared all restrictions, which
can be verified thus:
emma:~# chpax -v /usr/bin/localedef

* Trampolines : not emulated
* mprotect() : not restricted
* mmap() base : not randomized

BUT, it is still PAX killing of localedef:

HEY, don't loose sleep over this. It would be nice if localedef didn't
execute memory (if indeed it does), but I only regard this a wishlist
item.
