Err, if this locale was broken, you certainly would have changed these
settings ;)
I am closing this bug, locale seems to be generated.  OTOH you will
have trouble with X applications, you might either choose fr_FR.UTF-8
or add the line below in your /usr/X11R6/lib/X11/locale/locale.alias
     fr_FR.UTF-8@euro:           fr_FR.UTF-8
This is a known bug in XFree86 (#185656).

For me it does not work, i'm using locales_2.3.2-7, in this package /etc/locale.alias is:
......
fran�ais        fr_FR.ISO-8859-1
french          fr_FR.ISO-8859-1
.......

now , if you're already in fr_FR.UTF-8, remove or move /usr/share/locale/fr_FR.UTF8

do a dpkg-reconfigure locales, and select fr_FR.UTF-8

and it does not create /usr/share/locale/fr_FR.UTF8
because in locale-gen script, there is 'localedef .... -A /etc/locale.alias ....'

if manually, you enter the command:
localedef -i fr_FR -f UTF-8 /usr/share/locale/fr_FR.UTF-8

so without -A option, it works
