Bug#212353: libc6.1-dev: please stop providing "libc6-dev"

Of course not. I knew that before submitting the bug.
If you're going to add the provides to libc0.3-dev, don't forget adding them
to libc1-dev.
Btw, maybe this bug should be reassigned to libc0.3-dev?
