libc-dev.install: ship the kernel asm and linux headers. locales.instlal: more restrictive wildcards so we don't accidentally grab the regular file locale.alias. Rename libc-opt.install to libc-otherbuild.install to clarify that it's both for optimised libraries and for NPTL. debhelper.mk: Support comments in the debhelper stubs
