I believe this is the complete patch to fix related issues:

I don't know if other files in the Debian sources need to be patched.
the frac_digits changes synces ca_ES with es_ES, which I believe is ok.

I have noticed gl_ES and eu_ES also has those definitions as 0, 0. If
es_ES is correct in that respect, they should also be fixed.
