I cannot generate any locale using locale-gen script.
locale-gen program executes without any error messages:
Generating locales...
  en_US.ISO-8859-1... done
  uk_UA.KOI8-U... done
  uk_UA.CP1251... done
Generation complete.

Directory /usr/lib/locales/ contains one file locale-archive after program execution. 
And it does not contain generated locales.

I tried to generate locales manually using localedef command
#localedef -i uk_UA -c -f KOI8-U -A /etc/locale.alias uk_UA 
It didn't generate locale.

But It is possible to generate locale using full path as outputpath 
#localedef -i uk_UA -c -f KOI8-U -A /etc/locale.alias  /usr/lib/locale/uk_UA

I thought he confused.  /usr/lib/locales/* files are unified into
locale-archive file.
