Bug#206459: nscd: negatiive caching of "hosts" still doesn't work

When I start up a new network connection, the resolver doesn't seem
to work. "host www.debian.org" will show the proper resolution, but
"ping www.debian.org" will fail.
Suggested solution: "enable-cache hosts no" in /etc/nscd.conf
