Bug#204958: "Leave it alone" option in fresh install breaks future upgrades of locales

This probably means that /etc/locale.gen contains the "Leave alone" words,
but I do not see why.  Did you manually edit this file?
You can remove it and dpkg-reconfigure locales to fix this problem, but
please tell us what your /etc/locale.gen looks like first.
