Locales not working (Ref Bug: #166979)



Hi,

I run unstable on my Laptop and one outstanding problem is locales:
/etc/locale.gen contains 
de_DE ISO-8859-1
de_DE.UTF-8 UTF-8
de_DE.UTF-8@euro UTF-8
de_DE@euro ISO-8859-15


/usr/sbin/locale-gen tells me that it's generating all mentioned
locales, but locale -a only reports C and POSIX.
And all applications I tested are not able to read the locale-archive.
Neither german Umlaute on any terminal nor reading manpages without
ignoring silly characters ...

After reading the bug mentioned in the subject I added a --no-archive to
the localedef call in locale-gen and then everything worked.

Isn't it possible to generate the locale-archive and the old-style
files?
