Remember, chpax is just a tool to change the PAX attributes of binaries, the actual kernel patch (grsecurity in this case) is hindering localedef from running. You will have to change your kernel configuration, define different ACLs for localedef, or include the chpax -ps call in your startup scripts. In any case, I have CC'd the PAX team to get their opinion.
