glibc versions on different architectures

My package ulog-acctd does not build on m68k and arm because of a
missing include file (/usr/include/linux/netfilter_ipv4/ipt_ULOG.h)
that belongs to libc6-dev.

I think that this file appeared in kernel version 2.4.17.

Can anyone tell me in what version this file was added? The package
changelogs did not give me any hint.
