Bug#97279: locales: /etc/locale.gen incorrect for zh_TW and zh_HK

Actually I'd prefer the short "zh_HK" to refer to UTF-8, with the
specific "zh_HK.BIG5-HKSCS" referring to the Big5+HKSCS encoding.
