During the initial installation or upgrading
Debian system from Potato 2.2rev3 to SID or Woody 
(I've tested upgrading both to SID and Woody from net
and initial installation of unofficial Woody images)
I've encountered a problem:

When configuring libc6 package I've been asked to 
choose whal locales I want to be created.
I choose some of listed (particulary I've selected
all ru_RU.* and en_US.* locales) and proceed.

But after updating/installation was complete I cant see
ANY non-comment strings in /etc/locales.gen and 
there is actually no generated locales exist on the 
system.

Also I'dont know when these locales must be generated
(at the moment of choosing them or after installation)
but they must be generated as early as possible to get rid
of really annoying messages during further upgrading process:

perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
        LANGUAGE = (unset),
        LC_ALL = (unset),
        LANG = "ru_RU.KOI8-R"
   are supported and installed on your system
perl: warning: Falling back to the standart locale ("C").

But good thing is that there was a message during configure
stage libc6 said about the file /etc/locales.gen and 
the locales-gen program. And where is good comments in 
the file  /etc/locales.gen which helped me a lot.
After installation/upgrading I've just added needed locales to
/etc/locales.gen and run locales-gen program. This
made me happy.

This bug is fixed in glibc-2.3.1-14.
