Bug#183685: locales let you choose the locales you want to be generated but doesn't generate them

hello,
I configured the locales i wanted when setting up the package
(Setting up locales (2.2.5-14.3) ...) but nothing was generated
and i needed to do a dpkg-reconfigure locales
to get it done...
