No. It is a new encoding and it needs time to replace the
other ones. The most used are ASCII and ISO-8859-1. None of
them really supports Romanian. ISO-8859-16 (besides UTF-8)
is the only one which actually supports most (not all) of
Romanian specific characters. Still missing are the closing
quotations (like double quotations in German), the dialog
line (a sort of em-dash), the quotation dash (Unicode hex 2015)
cratima (a sort of dash, but to unite words, not to separate 
them, the actual use of it has to avoid separations at the end
of the line).

Well, it has been some time since I submitted. It works well with potato
and sid, but not with sarge. No clue, why. If you give me a link to the
references (what to contain) I could make a newer one.

I did contacted some people. Who is the original author?
Are you taking over the locale stuff from Debian?
