When upgrading from locales 2.2.4-1 to 2.2.4-3, I was presented (in
the pre-configuration phase) with a list of locales to pick from.

After selecting a few extra locales, the installation proceeded but
the changes to the locales list got lost.

Here is a transcript:

The /etc/locales.gen file was unchanged (that is, the new locales I
added were not there).

I then re-ran dpkg-reconfigure locales, re-entered my new locales
selection and it then worked (the new locales were generated, and
/etc/locales.gen contained the updated selection list).

It might also be a debconf issue.
