Bug#181551: libc6: libc6.postinst's file-rc detection is broken

The detection for file-rc in libc6.postinst in updatercd() tests for the
existance of the /usr/lib/file-rc directory. However since file-rc 0.7.0 the
correct directory path to check for is /usr/share/file-rc .
The wrong path unfortunately breaks the upgrade to the latest libc6 (as the
file-rc check fails the postinst tries to cd into /etc/rcS.d, causing an abort
of the upgrade process) .
