Bug#178746: dpkg-reconfigure does not work

I think there is some buggy Perl-code somewhere. This kind of problems
have been seen in alien and latex2html, formerly. They are both
Perl-programs.

Well, this kind of stuff can be seen after crash:

Filehandle STDIN opened only for output at
/usr/share/perl5/Debconf/FrontEnd/Dialog.pm line 139, <ERRFH> line 1.                                                          
                                                                                                                Generating
locales...                                     
                                                                                                                                     Generation
complete.
