Bug#177646: libc6: iconv ignores '-c' option

Well, '-c' option of  iconv(1) is not ignored completely, but it works
only once:

bash$ iconv -f cp1251 -t koi8-r <somefile >/dev/null
iconv: illegal input sequence at position 11084
bash$ iconv -c -f cp1251 -t koi8-r <somefile >/dev/null
iconv: illegal input sequence at position 16320
bash$

It is easy to see that only the first invalid character is omitted. 
I think, it should not be so (and it was not so with older libc). 
If this behaviour is desirable for you, there should be another option 
to omit all invalid characters.
