On debian ppc sid, the current /lib/libc-2.3.1.so appears to have
non-PIC static code linked in which is a violation of debian policy.

objdump --all-headers /lib/libc-2.3.1.so | grep TEXTREL
  TEXTREL     0x0

This appears to be unique to the debian glibc 2.3.1 build. Franz
Sirl's redhat based glibc 2.3.1 ppc rpms for glibc do not exhibit
this problem.
