Bug#175928: libc6: dns broken w/ socksify ssh

It's a bug in Dante.  I diagnosed it for Bdale a couple of weeks ago,
so I don't exactly remember the details; I believe it's calling
__res_init at a time when it shouldn't and it used to work by luck.
