When I run "man -k lmcs" on man-db 2.4.0 it crashes with a segfault. I
have installed the libc6-dbg package and I have run the command in gdb;
the output is included below.

The previous config script always set locales_to_be_generated
even when /etc/locale.gen doesn't exist. So the question in
dpkg-preconfigure time became empty in dpkg --configure locales time.
This change resolves long outstanding locales bug.
