I think the correct and even simpler solution is to change

--build=s390x-linux

to

--build=s390-linux

in debian/packages.d/s390x.mk. Or am I missing anything?

The patch I sent you solves the problem. -6 builds now for s390 and s390x
successfully and the testsuite succeeds also.
