Justification: breaks unrelated software

While investigating possible causes for bug#173128 (libgtk1.2), I found out that locales
directories are not generated as /usr/lib/locale/<xx_XX@foo> in locales 2.3.1.  Instead,
a huge /usr/lib/locale/locale-archive file whose size is proportional to the number of
locales requested in /etc/locales.gen is generated.

This breaks _all_ gtk1.2 applications.  The bug is reproducible on i386 and hppa.
