Bug#156386: locale & preconfig
I can reproduce this on both woody and sid.
It seems like preconfiguring fails for locales. Whatever locales I
select in the preconfig stage, they are not entered in /etc/locale.gen.
Selecting locales in a dpkg-reconfigure run works fine,
though.
